13.1.0-alpine image size grew by 31% compared to 12.13.0-alpine

Image size as reported by docker images:
12.13.0-alpine: 80.1MB
13.1.0-alpine: 105MB
That's 25MB growth or 31%

I think that's probably because 13 is running alpine 3.10, and 12 is running alpine 3.9

I checked image sizes of bare alpine images and it doesn't look like 3.9->3.10 move is the cause. Image sizes as reported by docker images:
alpine 3.10.3: 5.55MB
alpine 3.9.4: 5.53MB

That's the only differences in the Dockerfiles though, unless something big changed in Node between 12 and 13.

I checked official Linux binaries and node binary grew by 22MB between 12.13.0 and 13.1.0. That's the culprit, nothing to do with Docker.

FYI: the size increase if probably due to full-ICU support in 13.0.0
