Process for unintentional breaking changes #728

As mentioned in a TSC meeting a couple weeks ago, should we have documented processes for breaking changes?

  • what do collaborators do?
  • what is the responsibility of releasers?
  • etc.
    It would be nice to document what defines "breaking" and how to triage.

I added to the agenda but the label can be removed if discussion happens here before the next meeting.

We discussed this in #735. I believe we're in agreement that we should create this guide, but it will be waiting on us having the time to write it. Removing the agenda label with that in mind.
