The WG is not active. The nodejs/http team would remain but there's no reason to keep the WG around

Let's proceed with this as if nodejs/node#9656 is accepted:

A Working Group can be revoked either through consensus of the Working Group membership or normal CTC motion and vote.

@nodejs/ctc .. any further thoughts on this? If there are no objections, I will open a PR on Monday that removes the http wg from the list of working groups.
