feat(playbooks): add download state management for playbook items

- Introduced a downloading state to the PlaybookListItem component to provide visual feedback during download operations.
- Updated the PlaybooksIndex component to manage the downloading state, allowing for a smoother user experience when downloading playbooks.
- Added a loading spinner and disabled state for the download button to prevent multiple clicks during the download process.
