SegStats fails when summary_file is undefined#994

It seems that a fix back in June broke this for the BIPS FMRI QA workflow. self.input.summary_file is used in os.path.abspath before it is confirmed to be defined. Reference on NeuroStars: http://neurostars.org/p/2722/
