Support for offline licensing in Store for Education/Business

Describe the issue

Apps & Extensions in the Microsoft Store for Education/Business have the ability to be marked for offline licensing, so that they can be sideloaded into a reference image without the need for individual connections to the MS Store. uBlock is currently not marked for offline install - is this a consideration for future?
