Graceful Recovery test needs to be improved

Describe the bug
Graceful recovery test possibly have a race condition leading to unexpected failures in pipeline. The behavior is intermittent.

Steps to reproduce the behavior:

Expected behavior
No intermittent failures for graceful recovery tests
