Add metadata.ownerReference to Data Plane resources

I'm thinking Data Plane resources (not created by the Helm chart in the v2.x evolution, following the decoupling of Control Plane and Data Plane) should have .metadata.ownerReference .

Tools like ArgoCD rely on that for showing resources relationships. The Data Plane K8s Deployment created for a Gateway instance is currently missing it in v2.1.4, so an NGF instance in ArgoCD UI will only show Control Plane pods.
