[Jeremy] Assignments are now weighted (82% full-time maintainers)

• The maintainer of the workflow implemented the feature after Jeremy requested it.
• Thanks to @pozil for making this awesome GitHub action and for implementing weighting.

Other discussion

• There was some discussion of the process and particulars of issue triage. High points include that maintainers are empowered to make calls about the suitability of a given issue, and that they can and should lean on each other when in doubt.

Retrospective

• The team held their second retrospective. No actions were identified to be communicated out this time.
• Our next retrospective is scheduled for 25 April 2024.
