Content and Document tree should scroll when moving nodes through drag/drop

When moving nodes in the document and content trees, you cannot move more than what you see as it is not possible to scroll the tree. We should implement an active area at the top/bottom which triggers scrolling appropriately.

This is needed by one of the core feature sponsors.
