[Project tracking] Network optimization to increase throughput per shard

Improving single shard performance is one of the main goals in H2 2024.

As of now, one of the limiting factors is how far we can push state witness size, which is something limited by the network infrastructure.

Saketh started investigating with Anton but they were focused on present day worst case (14 MB) and did not explore what happens if they try to deliver even larger state witness.
