Querying special projects office OSDs

There are currently only 50 OSDs associated with special projects. This should fall back to the simpler download routine that does not require the second view window and "hidden" query.

There are a few differences in this case that were not resolved by #10, so these are still not updating as intended

A possible solution would be to bundle Special Projects with another region, or figure out how to start the download properly in lieu of the hidden query "view" page.
