Fix #207, remove double ErrorCounter increment TO_LAB_TaskPipe

Describe the contribution

• Fixes TO_LAB_TaskPipe() in ...eds_dispatch.c increments CommandErrorCounter twice #207
  • Remove the double CommandErrorCounter increment
  • fixes a couple typos in that file

Testing performed
GitHub CI actions all passing successfully (incl. Build + Run, Unit/Functional Tests etc.).

Expected behavior changes
Increment only once in error cases.

System(s) tested on
Debian 12 using the current main branch of cFS bundle.
