Replace cFE_FTAssert_VOIDCALL with new UtAssert_VOIDCALL

The cFE Functional Test use a macro called cFE_FTAssert_VOIDCALL. That macro should be deleted and all existing references to it replaced with UtAssert_VOIDCALL.
