Add concept of fields that may be updated only by candidates directly

This might include for example a high quality photo entered into the creative commons, a youtube introduction with a suggested maximum length, candidate statements of various character lengths, an uploaded one page pdf about the candidate, a possible candidate survey with very short answers on X questions sourced ftom the public (voters love quick comparison charts they can scan)
