Seems as if nothing restores

Moving from 23.09.1 to a fresh opnsense box and when i restore the config, absolutely nothing happens. it reboots and does all the things but I don't know how to troubleshoot what part of the restore is causing complete failure. Is there a guide somewhere? I'm mostly concerned about restoring all of my interfaces and rules, the rest I can figure out on my own.
