[MU4 Issue] When MS4 not in full screen, Panel of note properties not enterely visible

Describe the bug
When MS4 is not fullscreen, the note properties panel is not fully visible and cannot be moved.

To Reproduce
Steps to reproduce the behavior:

1. Set MS4 to half size of the screen
2. Select Note
3. Go to properties
4. Select Note properties
5. Panel not visible and can't be moved

Need repositionning windows to view full panel
