A resolution was made for csswg-drafts/#9887.

[css-view-transitions-2] Specificity of view transition pseudos with classes

RESOLVED: for view transition pseudos, have * argument as 0 specificity, and everything else 1 type like specificity

To file a bug automatically for these resolutions, add the bug label to the issue.

If no bug is needed, the issue can be closed.
