Fix deprecated SwitchController API #1995
Description
We are using deprecated and now removed API for switching controllers here.
ci-testing is already broken because of this https://github.com/ros-planning/moveit2/actions/runs/4374898377/jobs/7654908084#step:12:352.
To fix this, we should update all calls to use the new message fields activate_controllers ,deactivate_controllers.
