Test-API endpoint not returning test data in sdk-scheme-adapter

Summary:
The fxpayersdk sdk-scheme-adapter is failing to return test data for the endpoint http://fx-payerdfsp-sdk:4002/callbacks/<quote id>. This call is initiated as part of the "Post Request" script in the POST /quotes request

Steps to Reproduce

1. Create a snapshot of the feat/fx-impl head of the sdk-scheme-adapter
2. Use snapshot to run ML in ml-core-test-harness
3. Run the provisioning
4. Run the FX Quotes test and observe the POST /quotes request
