Reproducible Example

import modin.pandas as pd

data_dict = {
    "country": ["Delhi", "Mumbai", "Kolkata"] * 1000,
    "annual tax collected": [19294482072, 28916155672, 24112550372] * 1000,
    "happiness_index": [9.94, 7.16, 6.35] * 1000,
}
df = pd.DataFrame(data_dict)

df.loc[len(df)] = ['Noida', None, None]
# ValueError: Length of values (3) does not match length of index (3001)

Issue Description

Failed to insert a new row.

Expected Behavior

Match pandas.
