chore(changeset): restore the SDK v2 majors, drop fixes shipped in 1.0.0

The SDK v2 migration did not ship in 1.0.0, so its four major changesets
come back with their original content (0c505a6^). The three filesystem
roots changesets describe fixes cherry-picked into 1.0.0 (#5094, #5097,
#5101) and would otherwise be listed again in 2.0.0's changelog.

The optional `state` argument of `args-prompt` now carries its description.
