This refactor lets us print full autoharness metadata when --only-codegen is provided. Before this change, we only knew which functions we have autoharnesses for once verification finishes.

Update the autoharness subcommand to:
--only-codegenand see pretty-printed data instead of waiting for verification to finish.--stdflag which, when provided, runs autoharness against the provided path to the standard library.Towards #3832
