[Bug]: Filtering through custom labels isn't working as intended

Issue description: On filtering jobs on basis of custom labels(key:value pair) its being observed that filtering is allowed only on basis of host labels and not on the basis of custom labels.

• I've checked that this issue isn't already reported

• I've confirmed that this bug exists on the mlrun ui(as mentioned in above screenshot)

• Could you outline the specific steps you took before encountering the issue?
• If possible, could you please provide a screen recording demonstrating occurrence of the issue?
• Additionally, could you specify MLRun version you are using?

Please note that for searching by labels, you need to provide a key or key-value pair in "key=value" format.

I'm using 1.6.1 version of Mlrun and the issue I'm encountering is during the filtering of jobs using custom labels.When I type my custom made key in the labels section it doesn't filter it on that basis,it only filters on basis of host key.Following are the attached screenshots for the same:

I've resolved the issue at my end and I wish to raise a pull request regarding the same.
