There's a lot of redundancy with what OCaml-CI tests, so I've shortened the GHA script to only test Ubuntu+OCaml 4.08 (the earliest version we still support), and as OCaml-CI doesn't support Windows (!), I've added Windows+OCaml {4.14,5.2} to the build matrix.
Draft until I make sure this behaves.
