[Bug]: channel unbalance during stopping balance progress

- Deployment mode(standalone or cluster):
- MQ type(rocksmq, pulsar or kafka):    
- SDK version(e.g. pymilvus v2.0.0rc2):

Current Behavior

cause the stopping balance channel still use the row_count_based policy, which may causes channel unbalance in multi-collection case.
