[Feature]: Need an interface to tell if Milvus is fully available

There is currently no interface that can be used to determine if Milvus is fully available. We can only determine this by seeing if all the pods are running, but even if all the pods are running, there is still the case that Milvus is not available.

though all pods are running, there are still some issues, like:

• [Bug]: Minio is not ready even though it is running after Milvus installation #18409: datanode state is abnormal because rootcoord is initializing
• [Bug]: Create collection failed with error message CreateCollection failed: send dd create collection req failed, error = Broker: Invalid replication factor #18510: kafka is not ready
