Adding TWI to Hydrofabric to support Soil Moisture Workflow #5

Following 11/02/22 "Regridding discussion", we need to do the following:

  1. Compute CONUS TWI on DEM in Lynker s3.
  2. Add NWM weight grids, these are already generated in cfe_noahowp
  3. Change cfe_noahowp_attributes layer
  4. Add TWI to the attribute table
  5. Represent TWI as a 30 binned JSON string. (e.g. ntile(variable_name, n=30) or cut(variable_name, breaks=30)
