Add gitlab ExAPI service to fetch gitlab data using user's PAT

## Why do we need this ?
This issue is a subtask of #455. 
We need to create exAPI service which takes a user's pat and fetches data from gitlab using there exAPI. This service will be used by other services in backend layer to fetch necessary data.
