[themes] Auto detect color scheme not working automatically

Does this issue occur when all extensions are disabled?: Yes

• VS Code Version: 1.84.2 (Universal)
• OS Version: Darwin arm64 23.1.0

Steps to Reproduce:

1. In settings.json add "window.autoDetectColorScheme": true
2. Close VSC, change the theme and re-open VSC

Notes:

• It works when theme is changed when VSC is opened
• It flash the correct theme by a half a second when VSC is opened, but then return back to the opposite theme

Intermittently (but fairly consistently) experiencing this problem for a long long time. Usually I kick it by manually disabling and re-enabling the setting. Would really love it to work reliably...
