Does this issue occur when all extensions are disabled?: Yes

• VS Code Version: 1.78.2
• OS Version: MacOS Ventura 13.3.1 (a)

Steps to Reproduce:

1. Download the latest (1.78) version of the VSCode
2. Set "Dark (Visual Studio)" or any other dark color theme
3. See brighter background around the code and darker in all other places. See the bright border around the terminal. Etc.

After (1.78.2):

The problem seems to happen only for dark color themes, light ones still work as before.
