Does this issue occur when all extensions are disabled?: Yes

Version: 1.69.1 (Universal)
Commit: b06ae3b
Date: 2022-07-12T08:21:51.333Z (4 days ago)
Electron: 18.3.5
Chromium: 100.0.4896.160
Node.js: 16.13.2
V8: 10.0.139.17-electron.0
OS: Darwin arm64 22.0.0

Steps to Reproduce:

  1. Sign in with GitHub into settings sync
  2. Open new window or relaunch VSCode

This issue has been occurring on an M1 MacBook Air running MacOS Ventura 13.0 Beta. I can't seem to reproduce this on other operating systems or devices so it's likely that MacOS Beta has something to do with it.
