"Rebuild Container" command is not available when attaching to running docker container #10330

Remote OS Version: ubuntu 23.10
Remote Extension/Connection Type: Containers

Steps to Reproduce:

Attach vscode to a running docker container
Notice that there is not a command to rebuild

Does this issue occur when you try this locally?: No
Does this issue occur when you try this locally and all extensions are disabled?: Yes

note that I started the devcontainer by running the devcontainers cli from the terminal to start the container
