"Run selection/line in Interactive Window" keyboard command doesn't run a line

The when clause JupyterOwnsSelection prevents this command if nothing is selected, but without that when clause, there is too much overlap with Execute Cell.

This seems to be working as expected - if the current line is within a cell, the cell will be run, otherwise the line will be run.
