Updated Azure Extensions homepage, Created new Getting Started page #7520

@ntrogh First round of edits for Azure Tools docs. I updated the Azure Tools homepage (extensions.md) and created a new Getting Started page (gettingstarted.md). Tag me when you've reviewed, thanks.

I suggest revisiting the getting started article to make it more relevant for Azure users, rather than providing generic VS Code guidance. For the latter, you can refer new users to the VS Code tutorial.

This is a good first pass on the getting started page. I plan to go back and add more specific info related to the extensions but for time sake, I'll add it in the next PR.
