Fabric components should support the app theme (light/dark) #11489
Description
During initial development of Fabric components we have many hardcoded colors, all assuming light theme. Those will need to support toggling to dark theme. As well as high contrast themes.
This issue will track places where the colors are not dynamic so that we can more easily find them later.
