Does RNW work on Windows 10 Mobile?

Hello,
As a hobby project, I'm trying to build an app that runs on Windows 10 Mobile. I have two test devices: an HP Elite x3 and a Lumia 950.

Does React Native for Windows (RNW) work on Windows 10 Mobile?
W10M is version 1709, but its build number is 10.0.15254.603.
I’ve heard that some APIs are missing or certain features don’t work, but I’d like to know exactly what works and what doesn’t.
