monaco toolbox disappears and language service stops working #6137

Scenario:

I am working on a github extension (https://github.com/tballmsft/pxt-tileworld)
The Monaco toolbox and TS language service don't work for editor.ts

tballmsft added the bug label

tballmsft assigned abchatra

The toolbox is only available in main.ts. Not sure about TS language service.
