Describe the bug

If the ItemsRepeater scrolls the scrollbar, the memory of the item will not be released.

This issue has seriously prevented me from developing projects for six months. refer to https://github.com/microsoft/microsoft-ui-xaml/issues/9961，I have previously posted similar issues, and Microsoft should fix these serious performance problems

To make it work correctly, I have to use a ScrollViewer and custom implementation of IElementFactory

Please fix this issue. ItemsView is the next-generation view control recommended by Microsoft, but problems like this make it practically unusable.

‼️‼️‼️ Please prioritize to fix this bug, it makes ItemsRepeater unusable. This should be treated as a critical bug.
