There is not much in the IFC about the flag IsMemberOfGlobalModule. It's name suggests that the declaration in question is part of the Global module fragment.
I noticed for an std compiled by hand that looks like this, it could also mean that the declaration wasn't added in the initializer of it's enclosing namespace. Does it always have this meaning?
