What a cute project! What's its story?

I've just happened onto this project today and it's ever so charming. I thought I'd take this opportunity to ask how things such as it come into being, especially after seeing a few discussions here. It seems like every once in a while, Microsoft puts out some cute little open-source tool targetting more advanced users that quietly gets integrated into Windows to little fanfare, and until now I've been content imagining Microsoft has some little subteam that live in the basement and get to work on little sanctioned hobby projects in their free time, but I see here there's primarily one person behind this program, and you've mentioned your "funding" from Microsoft as well as described the project as "a Microsoft thing but also a little personal", so how's this work? Do you work at Microsoft and you get to pitch ideas to work on? Were you hired/sponsored/contracted to work on this? I would be so interested to learn about how these projects get started!
