As a developer, I can deploy an App Service plan into an existing App Service Environment

Integrating app service to ASE is a 1-liner, all we need is an ASE ID:
https://www.terraform.io/docs/providers/azurerm/r/app_service_plan.html#app_service_environment_id

Unclear the priority on this story given that we have no need at the moment to create ASE via terraform, other than to aid in testing. No pre-existing module exists for this so we'd need to build our own and contribute back to the provider or leverage ARM (not preferred) @James-Nance
