Relocate ARM templates and deployment scripts from old repo.

Move the ARM templates in [this repo](https://github.com/Microsoft/entref-spring-boot/tree/master/infrastructure) to here.

Anticipating two sets of infrastructure templates, one for ARM and another for Terraform, organize the templates and scripts into folders .`\arm` and `.\tf`.  This item is solely about the ARM templates though.
