Done - this is working correctly now. The telemetry is going to the right place in the dashboard even after a swap. I believe this is ready to be merged. |

Customer Impact
When using the AppService slot deployment feature, some settings are "slot specific" and shouldn't be swapped when a slot (like preview) gets swapped for production. Examples include telemetry names and references to other services.
Testing
Ensured that telemetry and endpoint references are not swapped during a slot swap.
Risk
Low. Specific to AppService and is a new feature in 13.1.
