Old packages can get left behind in tools\OutputPackages\$(Configuration)\ and build\OutputPackages\$(Configuration)\. This causes non-obvious restore behavior if you were to do a clean on tools.sln or build.sln then a restore on some project that uses their packages.

is this a nugetizer issue? I don't think we mess with the clean behavior? Note that switching from Any CPU to x86 / ARM will change the caching behavior for this and it won't delete them all but I'm not sure it should in that case.
