Improve release to handle failures more gracefully

A few different ideas to investigate:

• Sync all final publishing steps to ensure we don't release on other sources before others. I imagine "uploading as a draft" of some sorts if they all support it
• Add "docs-not-needed" to bump PR on creation
• Add github release as draft instead of prerelease
