Advanced Paste

Steps to reproduce

Don't enable "Paste with AI". Add custom actions. Associate them with keyboard shortcuts. Try activating them via keyboard shortcuts.

✔️ Expected Behavior

Custom actions shouldn't be addable or activable via keyboard shorcuts.

❌ Actual Behavior

Custom actions can be added and when activated via a system-wide keyboard shortcut, the Paste window is shown and a request is made to OpenAI with empty credentials.
