Steps to reproduce

Test Environment:
OS: Windows 10 Build 21354.1
App version: 0.35.0
App name: PowerToys
Screen Reader: Narrator
Tool: Accessibility Insight for Windows

Repro Steps

1. Launch 'PowerToys' application.
2. Turn on the 'Narrator'.
3. Application will get open with default list item 'General' selected.
4. Navigate to 'FancyZones' at the left side of the pane and activate it.
5. Now navigate to 'Launch layout editor button and activate it.
6. FancyZones editor window will get open.
7. Navigate to 'Edit layout' button of any layout (say Grid) and activate it.
8. Turn on the scan mode of the narrator using 'Caps + Space'.
9. Navigate in the heading mode using 'Caps + Page up/Page down' arrow key.
10. Now, Press 'Caps + Right/Left arrow key' to check the headings defined on the page.
11. Observe the issue.

User Impact: Priority-2
If headings are not clear and descriptive, it would be difficult for screen reader dependent users to find the information they seek , and cannot understand the relationships between different parts of the content.

@crutkas I believe WPF does not support HeadingLevels - only UWP does.

What does that mean for this issue? Set as Blocked for WinUI 3?
