GitHubRepositories: Add Additional Parameters (#192)

This PR adds the following parameters to the `New-GitHubRepository` and `Update-GitHubRepository` functions:

- DeleteBranchOnMerge
- IsTemplate

It also adds substantial UT's to verify these changes.
