Add graalvm metadata to the https://github.com/oracle/graalvm-reachability-metadata

Issue description

Currently, there are graalvm metadata for some modules in micronaut-sql. It would be good to add them to https://github.com/oracle/graalvm-reachability-metadata and once published there, then remove it from micronaut-sql.
Currently, these modules have graalvm metadata

• jdbc-dbcp (done in Added metadata resouce-config.json for org.apache.commons:commons-dbcp2:2.12.0 oracle/graalvm-reachability-metadata#520 but need to get it propagated by the NBT plugin)
• jdbc-tomcat (since PR fix(deps): update dependency org.apache.tomcat:tomcat-jdbc to v10.1.28 #1391)
